This candidate will oversee the organization's operations and activities regarding the need for additional land or office space. Researches, negotiates and elects to purchase short- and long-term lease of land agreements and right of way for construction that meet the organization's goals.

Responsibilities

  • Oversees all land related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning.
  • Makes resolutions and other legal forms related to land acquisitions. May require a bachelor's degree. Typically reports to a head of a unit/department.
  • This position will be a Manager in the Real Properties department within Southern California Edison (SCE)'s Operations Support Business Unit.
  • The successful candidate will manage a team of Land Services Agents, Analysts and support staff who are responsible for managing SCE's land and land rights.
  • The position will be responsible for selecting staff and managing employee performance and development by conducting performance planning and reviews, coaching employees, and carrying out disciplinary action when necessary.
  • The manager will develop metrics for measuring performance and will ensure that staff implements business plans, initiatives, strategies, and processes and procedures.
  • The position will monitor the products and services provided to internal and external stakeholders by agents, while ensuring key performance indicators are achieved.
  • Such services include the licensing of SCE-owned land, evaluating givingconsents to property owners for proposed uses on SCE easements, arranging for replacement land rights prior to the relocation of SCE infrastructure, clearing encroachments on Sempra lands,and other land management duties.
  • The position will meet regularly with internal stakeholders to ensure work is being performed satisfactorily and to develop a collaborative working relationship.
  • The position will provide direction and support for Real Properties management of its land in relation to external stakeholder projects, property owner requests and projects, and requests from developers and local governments. In addition, the position will perform other responsibilities and duties as assigned.

Qualifications

  • Bachelor's Degree in applicable profession, business, or technical discipline or an equivalent combination of education, training, and experience.
  • Typically possesses three years of supervising experience.
  • Demonstrated experience managing rights of way and land rights such as easements and licensed uses on fee property.
  • Demonstrated experience interfacing with local governmental agencies regarding the use of local government land for infrastructure facilities.
  • Demonstrated experience leading others, including prioritizing activities, delegating and monitoring the progress of assignments, and holding employees accountable for results.
  • Demonstrated experience with project management techniques to establish and maintain budgets, develop communication plans, and review and update the scope and progress of multidisciplinary projects.
  • Demonstrated experience collaborating with outside vendors, contractors, developers, and customers to negotiate positive outcomes.
  • Demonstrated experience using Microsoft Word, Excel and PowerPoint.
  • Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
  • Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
  • Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.
  • 1 to 3 years supervisory experience may be required.
  • Demonstrated knowledge of the Subdivision Land Map Act and CPUC code Section 851.

Certifications/Licenses:

  • Senior Right of Way Agent (SR/WA), International Right of Way Association (IRWA)
  • Right of Way Professional - Transportation (RWP-TN), IRWA
  • Right of Way Professional - Generalist (RWP-GN), IRWA
  • Caltrans Right of Way Two Week Academy Certification
  • Safety Certified for CP1, CP2, CP3 & CP4 segments of CHSRA project
