The On-Site Project Manager - Program Manager will lead a project team to deliver significant projects on time and on budget. General duties will be to act as the Owner’s Representative in all aspects of managing the development of various Public Works projects. 


  • Assemble and manage internal and external project teams including planners, architects, and consulting engineers
  • Lead the development of projects from inception, planning, design, construction and final completion/closeout.
  • Work with client to develop project scope, schedule and budget in alignment with established strategic goals; maintain project schedule and budget accordingly.
  • Assist client in developing RFQ’s and RFP's
  • Assist client in reviewing and evaluating SOQ’s and Proposals as well as negotiating contract fees.
  • Oversee design and construction document preparation from concept design through final construction documents
  • Assist in the process of determining requirements for and lead the process of obtaining all jurisdictional approvals, permits, and entitlements.


  • Experience delivering federal and state funded projects
  • Knowledge of staff reports and municipal government a plus.
  • Strong written and verbal communication skills
  • Desire and ability to work independently with excellent people skills and the ability to work collaboratively and effectively on large and diverse projects
  • 10 years of experience in the management of small and large scale Public Works infrastructure and vertical construction projects with 5 years supervisory experience managing a project or consultant team
  • Certifications/Licenses: Professional Registration as a Civil Engineer, Architect, or Project Management Professional preferred.
  • Does not have to be a licensed PE but at least a Bachelor Degree in Civil Engineer or Construction Management. At least 5 years of Project Delivery Experience.
