The Proposal Writer writes, edits, and produces the company’s proposals and business development documents, and secondarily reviews technical documents. The Proposal Writer is responsible for designing, creating content, editing, and producing responses to RFPs and RFQs, and for producing SOQs and related materials (e.g., presentations, résumés, project descriptions, etc.). The Proposal Writer writes technical and marketing copy and assists technical staff with word processing, proofing, layout design, and production of technical and marketing materials in both hard copy and electronic format (MS Office, Adobe).


The Proposal Writer is accountable for the professional, timely delivery of proposals and related products. The Proposal Writer also assists with other administrative tasks as needed including advertisements and coordinating events.


  • Write technical and marketing copy for proposals, SOQs, and related materials (e.g., presentations, résumés, project descriptions, etc.).
  • Work independently as a writer and editor to create accurate, compelling, and client-focused proposals and submit them in a professional and timely manner.
  • Work with limited administrative support to see the proposal process through from start to finish.
  • Design and produce marketing and technical documents in hard copy and electronic format (using MS Office and Adobe InDesign and Acrobat software).
  • Work under the direction of multiple project managers and principals and seek their input as needed to complete technical writing projects.
  • Update and maintain marketing database (résumés, presentations, visual media, and proposals, etc.)
  • Work with technical staff to plan, write, design and produce all proposal and presentation materials for potential clients.
  • Ensure that proposals are responsive, thorough, accurate and have consistent tone and effective layout design.
  • Plan, coordinate, and compose interview materials and rehearsals, and coach presentation teams as needed.
  • Work directly with subcontractors, subconsultants, and teaming partners to gather proposal materials.
  • Review, edit, and format technical documents.
  • Organize proposal files to include references and easily accessible text that can be duplicated for similar proposals.
  • Develop templates for submissions that reoccur with some frequency, ensuring that all solicitation requirements are met, yet the format is flexible enough to meet the needs of any specific submission.


Bachelor’s degree in a relevant field or a combination of extensive experience and formal training.
Knowledge of construction, engineering and geologic terminology preferred.
Minimum 2 years’ proposal writing experience in the consulting engineering, environmental services, or construction industry.

Valid CA driver license
