    NV5 is looking for a Project Manager – Civil Engineer for Civil Engineering projects at the City of Colorado Springs with Roadway, bridge and a Transportation background. Responsible to assist the City of Colorado Springs with project management and project oversight.


    • Client Representative for PPRTA funded projects.
    • Review previous studies, concepts, designs, and other pertinent information.
    • Obtain input and information from appropriate City Departments, Colorado Springs Utilities, and outside agencies/utilities.
    • In conjunction with City Procurement Services, develop Requests for Proposals (RFP’s) for design and construction
    • management services based on specific PPRTA capital projects. Participate in consultant selection committees and assist in finalizing contracts to include detailed scopes of work, schedules and fees with the selected consultants.
    • Develop in conjunction with CIP staff and project design consultants, a master schedule for the design and construction of all remaining City PPRTA capital projects. Shall manage or assist with management of those PPRTA projects as determined by CIP Manager, and successfully complete projects within the established project schedule and available funding.
    • Utilize and maintain the City’s Project Management Program and Control System (PMP-Centric). Also, will utilize and maintain Centric (or other project management software) to track each project status with respect to design criteria, design/construction schedules, project budgets/expenditures/projected expenditures/cash flow, and other critical issues. Will produce such status reports monthly for all CIP PPRTA projects and outline the steps necessary to keep each project proceeding according to the schedule and budget.
    • Provide ongoing engineering review and evaluation of designs by design consultants for compliance with City of Colorado Springs criteria, standards and specifications on each project. Develop a standard document review checklist based on City, City Engineering, Traffic Engineering and Colorado Springs Ordinances, regulations, design criteria, standards and specifications. The checklist and appropriate calculations must be submitted with the final documents for each project.
    • Utility Coordination and Review – Will utilize and monitor document plans/specification submittals to all public and private utility agencies. Will ensure that all PPRTA project design consultants have properly discussed utility needs and issues with the utility agencies and that proper conflict resolution has been incorporated into each project and schedule.
    • Real Estate Acquisition – Utilize the City’s existing system to review required real estate acquisitions early in the design phase, as identified by the Design Consultants. Provide appropriate tracking of legal and real estate documents and coordinate with and assist the City’s Real Estate Division and any outside real estate consultants on acquisition needs, including communication with affected property owners/tenants.
    • Pre-qualification of Contractors – Specific PPRTA capital projects may require pre-qualification of contracts for the construction phases. Shall assist the Design Consultants in preparing necessary documents to pre-qualify contractors, obtain recommendations from the Design Consultants on pre-qualified contractors, and assist the City with the final process.
    • Bidding of Projects – Work with Design Consultants on standard bid items, bid proposal format, construction time periods, permitting requirements and plans/project manual formats, etc. Assist City Contracting office with bid advertisement and bid opening, attend and participate in pre-bid meeting if determined necessary, attend bid opening conducted by City Contracts, and make recommendation on award of the contract.
    • Public Information and Involvement – Assist Design consultants in developing, implementing and maintaining a project specific Public Information and Involvement Plan during the design and construction phases of each project. The goal is to ensure that appropriate input is obtained from the public, affected business and/or property owners/tenants, and city staff and incorporate into design and construction of the projects. Coordinate with Design Consultants/sub-consultants, City Public Communications staff and others as needed and provide periodic reports.
    • Miscellaneous Tasks – prepare periodic reports, review invoices and recommend payments, facilitate environmental permit processing and ensure all necessary permits are obtained, participate in public involvement/City Council/other meetings as needed, monitor/evaluate/revise schedules, and coordinate projects with other projects in the City.
    • Participate in project, public involvement, City Council and other meetings as needed.
    • Provide liaison with affected property owners/tenants during construction.
    • Assist Design Consultants with preconstruction activities; pre-construction meeting, review contractor’s critical path schedule.
    • Monitor activities of the Design Consultant’s Inspector(s) during construction. Coordinate with and provide construction oversight of City Inspectors and/or City Consultant Inspectors. Typical construction inspection activities are listed below under “Construction Inspection”.
    • Review and provide recommendations to CIP Staff on Design Consultant and contractor change orders, progress payments, design changes, etc.
    • Participate in “punch-list” inspection and final inspection in conjunction with Design Consultant staff and CIP Staff/City Consultant inspection staff and ensure completion of all project items prior to recommending Certificates of Completion (and associated warranty) and final payment/release of retainage.
    • Collect and retain all Project records during construction. Ensure all record documents (as-built plans and contract documents) are received by the City; hard copy, digital format (City’s current AutoCAD version) and a signed and sealed paper copy by a Professional Engineer licensed in Colorado.
    • Participate and assist in claims resolution as needed.
    • Attend project meetings to advise on construction issues/field changes and to gather necessary construction and financial information necessary for proper reporting.
    • Confirm that necessary utility work or relocations by CSU and other agencies are completed.


    • BS in Civil Engineering
    • PE Licensure in the State of Colorado preferred, but not required
    • 5+ years of experience
    • Strong written and verbal communication skills.
    • Desire and ability to work independently with excellent people skills and the ability to work collaboratively and effectively on large and diverse projects.
