Overview

CivilSource, an NV5 company, is a civil engineering consulting firm engaged in multi-discipline projects. The majority of our clients are government agencies who we assist with the design and construction management of capital improvement projects including water and wastewater, streets and highways, parks and park facilities, and traffic and transportation. 

Responsibilities

  • Experience with large projects and knowledge of applicable federal and state laws, local legislation and regulations related to public works construction (design-build and design-bid-build methods) and labor compliance procedures.
  • Experience with design and construction of multiple building types and occupancies.
  • Experience in scheduling, resource allocation, and cost analysis of construction projects.
  • Experience in enforcing requirements of the National Pollutant Discharge Elimination System
  • (NPDES) Construction General Permit, fulfilling its reporting requirements, and representing owner in overseeing the implementation of the project Storm Water Pollution Protection Plan (SWPPP) by the contractor.
  • Knowledge of the competitive bidding process, contract administration practices and general construction management techniques.
  • Knowledge of general budgeting and accounting principles and procedures related to construction.
  • Experience preparing complex bid documents and conducting pre-bid conferences and public bid openings before large groups.
  • Experience conducting effective contract negotiations.
  • Experience and ability to read and interpret blueprints.
  • Ability to use computer applications including database, spreadsheet, and word processing; knowledge of Primavera Suretrak software.
  • Experience analyzing and evaluating construction contracts, budgets, proposals, and contractor’s performance/compliance.
  • Knowledge of the Standards of Specifications of Public Works Construction “Greenbook”, APWA standards, OSHA requirements, etc. Candidates subject to a background investigation.

Duties:

  • Assist in the management of public works construction and contracting activities, including planning and procurement of services, financing, evaluation of proposals, and development of contracts to secure professional services and products; negotiate contract terms and conditions.
  • Review contracts related to construction activities to ensure compliance with legal and contractual mandates and other requirements.
  • Coordinate the work of contractors and subcontractors; review plans and drawings to assure compliance; provide for proper inspection of work in progress and completed work.
  • Assist in monitoring and updating construction project budgets; ensure that labor compliance programs are appropriately implemented and administered relative to qualifying projects.
  • Review and recommend approval of claims and invoices submitted against contracts for facilities planning and construction activities; ensure timely payments to contractors and vendors.

Qualifications

  • A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency in city/regional planning, architecture, engineering, construction management or a closely related field.
  • Twenty plus years of professional-level experience in the construction industry as a construction manager, superintendent, or manager of multi-trade construction projects in the performance of general construction and or specialized construction with projects valued at more than $1,000,000.


Certifications/Licenses:

  • Must be a registered California PE.
  • Must have a valid California’s driver’s license.
