Overview

The Navy Program Solutions Architect/Team Leader plays a supporting role to technical and management leadership within the Navy GIS Support team. The Navy GIS Support team is an experienced team of 24-30 individuals who maintain the large and complex geodatabases as well as the integrated applications, enterprise software, custom modules, and business data linkages of the global Navy GIS “GeoReadiness” System. This team is comprised of Jr and Sr level GIS Analysts, Developers, DBAs, and GeoSolutions/GeoDatabase Engineers who enhance and maintain the GeoReadiness Enterprise System which supports users at Navy installations and remote locations around the world.  Multiple business lines and business data systems operate within the system or rely on communications with the system.  The team must also provide direct user support to assist Navy GIS data managers and data users with software and data issues and troubleshooting. NV5’s successful integration with Naval Facility enterprise workflows has been instrumental to the health and value of the program. Key responsibilities of this role include interfacing with Navy GIS Clients and the Contracting Officer’s Representative, facilitating technical DEVSECOPS workflow and programmatic process improvements, monitoring project benchmarks, providing oversight of deliverable quality control (QC), personnel and task management via Jira, and providing professional mentorship.

 

Work Setting:

  • Location is flexible:  NV5 Regional Offices or work from home considered
  • Potential travel <15% of the time

Responsibilities

Production Supervision and oversight

  • Identification and coordination on the DEVSECOPS-based deployments of various applications and workflow processes
  • Supports proactive planning and communication of team resourcing needs
  • Maintains tracking of data availability to ensure effective resource allocation
  • Provides QC oversight of internal and external workflow deliverables
  • Ensures adherence to project-specific best practices and standards

Project Management

  • Interfaces with key clients to collect capability requirements/feeedback, discuss potential solutions, and capture for further design and development
  • Helps track project task progress toward deadlines, and assign/align personnel to tasks as necessary
  • Assists in project archival tasks

Personnel Management of Team Members

  • Supervises technical production team members by appropriately delegating tasks
  • Coordinates with individuals to establish, track, and progress towards contract deliverables and professional goals
  • Aids in hiring new team members
  • Implements individual team member KPIs (utilization, effective rate, etc)

Minimum Qualifications

  • Bachelor's degree, or equivalent experience
  • 5+ years’ experience with GIS geoprocessing tools, data management, application/solutions
  • 2+ years’ experience in project leadership position
  • Strong personnel management skills
  • Proficiency in MS Office Suite

Preferred Qualifications

  • Master’s or higher
  • 5+ years’ experience in both a technical and professional environment
  • Desire to grow career by helping others to grow their careers
  • Broad GIS Modeling, Automation, Analysis, Reporting and Visualization experience
  • Familiarity with remotely sensed datasets (LiDAR, DEM/DSM, Multi-spectral imagery)
  • Familiarity with incorporating AI into GIS systems

Clearance Requirement: 

  • US citizenship, along with the ability to obtain a DoD Secret clearance.
